Frequently Asked Questions

How will I know if I'm eligible?
Households are eligible if one of their members meet one or more of the criteria below:
  • Has an income that is at or below 200% of the federal poverty guidelines;
  • Participates in certain assistance programs, such as SNAP, Medicaid, Federal Public Housing Assistance, SSI, WIC, or Lifeline;
  • Participates in Tribal specific programs, such as Bureau of Indian Affairs General Assistance, Tribal TANF, or Food Distribution Program on Indian Reservations;
Do I pay the difference if my chosen plan costs more than $30?
Yes. Any amount over $30 per month (or $75 per month on Tribal lands) for broadband service under the Emergency Broadband Benefit is your responsibility.
Can I apply if I'm an existing Wi-Fiber customer?
Yes, new, past, and current clients of participating providers are eligible for the benefit.
Current customers are eligible to apply any or all of the discounts toward upgrading to higher speed plans.
Can I apply if I have a past-due balance with Wi-Fiber?
Customers who meet the requirements can receive the benefit even if they have a past-due amount or a balance that is being collected.
When the ACP program is over, can I still get Internet service?
In order to continue receiving broadband services from their provider, households must opt-in or make a request. Your broadband service will be discontinued once the program is over if you don’t opt-in or choose a new service plan with your provider.

You must opt-in to continue receiving broadband services at Wi-Fiber’s published pricing after the program ends, even if you previously had service from the same provider before enrolling in the ACP.
What documentation do I need to provide to qualify?

If you participate in one of the qualifying programs, such as SNAP, Medicaid, or Lifeline; provide a letter or official document as proof.

Documentation Must Include:

  • Your (or your dependents) first and last name
  • The name of the qualifying program, such as SNAP
  • The name of the government, Tribal entity, program administrator, school, school district, university, or college that issued the document
  • An issue date within the last 12 months or a future expiration date
  • For the Free and Reduced Price School Lunch Program or School Breakfast Program, documents can be from either the 2019-2020 or the 2020-2021 school years
  • For Federal Pell Grants, documents should be from the current award year

  • For Federal Pell Grants, documents should be from this academic year and can include screenshots of a StudentAid.gov dashboard or a copy of the email sent by the Department of Education about the ACP Program.

Household Income

If you qualify through your income, you will need to provide a document that shows your annual income. Documentation must include:

  • Your (or your dependent’s) first and last name
  • Your annual income

Document Examples and Tips:

  • Prior year’s state, federal, or Tribal tax return
  • Current income statement from your employer or a paycheck stub
  • A Social Security statement of benefits
  • Veterans Administration statement of benefits
  • Unemployment or Worker’s Compensation statement of benefits
  • Divorce decree, child support award, or a similar official document showing your income
  • A retirement/pension statement of benefits
  • Identity Verification

⠀When you apply to the ACP Program, there are many different types of identification (ID) that can be used to verify your identity.

Applicants can choose one of the following:

  • Social Security Number*
  • Tribal Identification Number
  • U.S. Driver’s License
  • Other Government-issued ID, such as a state ID
  • U.S. Military ID
  • Passport
  • Individual Taxpayer Identification Number
  • If you submit identity documents, they must contain your first and last name and your date of birth.

⠀*Social Security Numbers are not required to participate in the Emergency Broadband Benefit Program, but using a Social Security number will process your application the fastest.

Address

Documentation must include:

  • Your first and last name
  • Your physical address

⠀Document Examples and Tips:

  • Proving your address online is different than if you submit proof by mail
  • The online application asks you to drop a pin in USAC’s mapping tool
  • If you choose to mail in documentation, you can send a map that clearly shows your physical address or location, including latitude and longitude coordinates (coordinates are required if you live on Tribal lands)
  • Other options include
  • Driver’s license or other valid government, state, or Tribal ID
  • Utility bill
  • Mortgage or lease statement
  • Most recent W-2 or tax return
  • Duplicate Address

⠀If you live with another adult who participates in the ACP Program, you will need to answer a few questions to find out if your household qualifies for more than one benefit.Documentation must include:

  • Complete an EBB Program Household Worksheet if someone else at your address is in the EBB Program (this worksheet will be released later this month.)

Substantial Loss of Income

Showing loss of income is only half of the requirement. You must also show that your annual household income is now below $99,000 for single filers or $198,000 for joint filers.

Documentation must include:

  • Your first and last name
  • Your change in income or job status
  • Your current household income

  • You will probably need two documents: one to show your income change and one to show your current income
  • Loss of income documents:
  • Layoff/furlough notice
  • Unemployment application, approval letter, or benefit statement

  • 2020 state, federal, or tribal tax return

  • Veterans Administration statement of benefits
  • Retirement or pension statement of benefits

Emancipated Minor

You must be at least 18 years old to participate in the EBB Program on your own unless you are an emancipated minor.

Documentation must include:

  • Your first and last name
  • Confirmation of emancipated minor status

Online

Log in or create a new account to the National Verifier online portal to upload pictures and documents. You can also complete the Household Worksheet online (this worksheet will be released later this month.)

Mail

You can submit applications and proof documents by mail to the address below. To avoid delays, you may wish to send key proof documents with your initial application.
